Chief Commissioner for Persons with Disabilities Prasanna Kumar Pincha on Thursday urged the State government to ensure that posts reserved under the 3 per cent quota for persons with disabilities were filled.

He was speaking at a programme to mark the 46th year of establishment of the Karnataka Welfare Association for the Blind and the 205th birth anniversary of Louis Braille. Referring to Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995,
Mr. Pincha said, “Although the Act was passed in 1995, the Karnataka government identified the posts only in 2005. We also want to ensure that the backlog vacancies are filled.” Mr. Pincha urged the government to fix norms for appointment to the post of the Commissioner for Disabilities. “The Commissioner is to head a quasi judicial body and there is a need to ensure that there are recruitment norms,” he said.

Governor H.R. Bhardwaj said he would urge the government to address the demand for filling the backlog vacancies of posts reserved for the disabled.

J.L. Kaul, secretary general, All-India Confederation of the Blind, who has been chosen for the Padma Shri, was felicitated at the event.
